Three official online tools from the land registry authority (TKGM): what each one shows, what it does not show, and what a foreign owner needs to use it.
Anyone can look up a plot for free on TKGM's Parsel Sorgu service by province, district, neighbourhood, block (ada) and parcel number; it shows location, area and type, but not the owner and it is for information only. To see the title records of your own property online, you need a foreign identity number (YKN) linked to that property and either an e-Devlet password or a registration on Web Tapu's For Foreigners portal. Once linked, Web Tapu lets you request your title records, start applications by uploading documents and ask that no transaction be made on your property unless you apply in person.
A title deed (tapu) in Türkiye is kept in the land registry's electronic system. TKGM, the land registry and cadastre authority, offers online services that let buyers check a plot before a purchase and let owners follow their property from abroad. This guide explains the three services foreign buyers and owners use most, based on TKGM's own pages, checked on 19 October 2026.
Three tools at a glance
| Service | What it shows or does | What you need |
|---|---|---|
| Parsel Sorgu (parcel query) | Location on the map, area in m², type of land (for example plot, field or building), map sheet and coordinates | Nothing: public and free. You need the province, district, neighbourhood, block and parcel numbers |
| e-Devlet: Tapu Bilgileri Sorgulama (title information query) | Details of the properties registered in the land registry under your identity number | An e-Devlet login (for foreigners, usually an e-Devlet password tied to your foreign identity number) |
| Web Tapu (online land registry applications) | Requests for title records and title deeds, applications with uploaded documents, a request that no transaction be made without your personal application | A foreign identity number (YKN) linked to your property, plus an e-Devlet password or a For Foreigners registration |
Parsel Sorgu: check a plot before you pay
Parsel Sorgu (parselsorgu.tkgm.gov.tr) is TKGM's official parcel query service. TKGM states that the query is public and free of charge. You choose the province (il), district (ilçe) and neighbourhood (mahalle), enter the block (ada) and parcel (parsel) numbers and run the query. The parcel is shown on the map, and clicking it shows:
- the area of the parcel in square metres;
- its type (nitelik), for example plot (arsa), field (tarla) or building;
- the map sheet (pafta) and coordinates.
Results can be downloaded as PDF or KML. What Parsel Sorgu does not do:
- It does not show the owner. TKGM states that you cannot search by the owner's name or identity number; owners see their own records on e-Devlet.
- Its results are for information only. TKGM's terms of use say the information and documents shown are for information purposes, may not be used commercially, and that users cannot claim damages for errors on the site.
Use it to confirm that the block and parcel numbers in a draft contract or listing point to the place you were shown, and that the area and type roughly match what you are told. It is not a substitute for checking the title record itself.
Your foreign identity number (YKN) and e-Devlet
e-Devlet (turkiye.gov.tr) is the Turkish government's online services portal. According to its page for non-citizens:
- Foreigners who live in Türkiye for at least six months, for any purpose, receive a foreigner identification number. It is usually 11 digits and generally starts with 99.
- You can look up the number on the identity registry's website (tckimlik.nvi.gov.tr) with your residence permit number.
- To get an e-Devlet password, you apply at a PTT (Turkish post) centre with your residence permit document showing your foreigner number.
With an e-Devlet login, the service Tapu Bilgileri Sorgulama (title information query) gives access to the details of properties registered at land registry offices under your identity number. If you do not live in Türkiye and have no residence permit, you may not have an e-Devlet password; Web Tapu's For Foreigners portal, below, exists for that situation.
Web Tapu for foreign owners
Web Tapu is TKGM's online application system. Its page on TKGM's foreign-investor portal, Your Key Türkiye, describes two ways in for foreigners:
- Individual portal. Foreign nationals who have a foreign identity number (YKN) and an e-Devlet password can use the same individual portal as Turkish citizens.
- For Foreigners portal. Foreign nationals who cannot use the individual portal register in the "For Foreigners" section. The portal states that it is meant for foreigners who acquire property in Türkiye and is not for Turkish citizens. The e-mail address must be entered correctly, because all communication and login go through it, and the page asks specifically for a Gmail address. You then confirm the registration from the e-mail sent by TKGM's Web Tapu user registration.
Once your YKN is linked to your property, Your Key Türkiye says you can carry out electronic land registry and cadastre transactions through Web Tapu as Turkish citizens do. The services it lists include:
- starting a transaction by uploading scanned documents;
- requesting your title records and title deeds;
- asking that no transaction be made on your property unless you apply in person.
Bought before 20 August 2019? Link your property
Your Key Türkiye warns that foreigners who completed land registry transactions before 20 August 2019 may not see their property on Web Tapu or e-Devlet, because their foreign identity number was not linked to the property. The fix is called property linking (taşınmaz ilişkilendirme):
- Apply. Go to a land registry office with a document showing your YKN starting with 9, such as your residence permit or a travel document. You can also apply online through Web Tapu's entry for users without a YKN login (webtapu.tkgm.gov.tr/yknsizgiris); in that case the documents must be attached to the application.
- Check by the office. The office checks your YKN in the migration authority's system (Göç Net) and compares it with your identity or passport details.
- Linking. If the details match and you are confirmed as the owner, the YKN is linked to your property in the land registry system (TAKBİS), and you are informed by SMS and/or e-mail.
If your identity details in the land registry need correcting, the office handles this under a separate procedure and informs you.
Practical tips
- Before paying a deposit, ask for the province, district, neighbourhood, block and parcel numbers in writing and check them on Parsel Sorgu.
- Parsel Sorgu does not show owners, mortgages or annotations. Those are on the title record, which the owner can obtain through e-Devlet or Web Tapu. Ask the seller for a current title record and have a lawyer check it.
- Keep the e-mail address you register on Web Tapu active; TKGM sends login and transaction messages there.
- If you bought before August 2019, link your YKN now rather than when you need to sell or apply for something.
For the full order of a purchase, see buying property in Türkiye as a foreigner; for transactions from abroad, see power of attorney from abroad.

Frequently asked questions
Can I find out who owns a property in Türkiye online?
No. TKGM's Parsel Sorgu shows the parcel but states that you cannot search by the owner's name or identity number. Owners see their own records on e-Devlet or Web Tapu.
Is Parsel Sorgu free?
Yes. TKGM states that the query is public and free of charge. Its results are for information purposes only.
Can a foreigner use e-Devlet?
Yes, with a foreigner identification number. According to e-Devlet's page for non-citizens, you obtain a password at a PTT centre with your residence permit document showing that number.
I have no residence permit. Can I still use Web Tapu?
Your Key Türkiye says foreigners who cannot use the individual portal can register in Web Tapu's For Foreigners section with a Gmail address. Your YKN must be linked to your property to see and manage it.
Why can't I see my property on e-Devlet?
If you bought before 20 August 2019, your foreign identity number may not be linked to the property. Apply for property linking at a land registry office or online through Web Tapu.
Can I block transactions on my property while I am abroad?
Your Key Türkiye says owners can ask through Web Tapu that no transaction be made on their property unless they apply in person. Ask the land registry office how this works with a power of attorney.
This page is general information, not legal, tax or investment advice. Rules and online services change; confirm each step with the land registry (Tapu) and a lawyer before you sign or pay.
